In a massive overhaul of the state’s procurement landscape, the State of Texas HUB Program has been officially renamed and restructured as VetHUB (Veteran Heroes United in Business).

This isn’t just a rebranding—it is a fundamental "clearing of the deck." An emergency rule has tightened eligibility requirements, removing certifications based solely on race, ethnicity, or gender. Under the new rules, to be VetHUB-certified, a business must be at least 51% owned and controlled by a service-disabled veteran with a minimum 20% VA disability rating.

The "Bench" Just Got A Lot Thinner

For City Managers, ISD Purchasing Agents, and County Directors, the statutory requirements haven't changed—but your options have.

Texas law still generally requires that for purchases between $3,000 and $100,000, you must contact at least two HUB (now VetHUB) vendors in your county, provided they exist. The compliance mandate is still there, but the massive list of vendors you used to rely on to check that box? It just evaporated.

Thousands of previously certified vendors no longer qualify. The pool of compliant partners for Infrastructure, Security, and A/V work has shrunk to a fraction of its former size.
